Comparing 252 Constituencies

The researchers divided each “core index” figure by the total printed for its constituency to obtain a percentage. They then compared those percentages with vote shares calculated from National Election Commission data. The comparison covered 252 constituencies and more than 750 candidate entries.

The analysis combined advance voting with specified home, shipboard, and overseas voting categories, and included invalid ballots in the denominator. The published tables explain which votes were counted and how the percentages were calculated.

Forensic Examination
KCPAC also presented results from an external forensic examination. The review covered the document’s metadata, file structure, hash values, and available modification records.
KCPAC said the examination found no evidence of tampering within the scope reviewed. It also presented material concerning the document’s contents and creation history. When the tables were created, and whether they existed before the election, remain central questions.

Figures That Reflected Results—or Set Them?

KCPAC said the breadth and precision of the numerical match demand an investigation. Did the figures simply reflect the election results, or were they used as targets to which the recorded vote shares were made to conform?

The organization called on the special prosecutor to establish how the document was created and used, and whether its figures were connected to organized manipulation of the vote count.

KCPAC announced the release of the source documents, research reports, constituency comparison tables, and calculation spreadsheets so that anyone can examine the material and check the calculations.
KCPAC은 누구나 자료를 살펴보고 계산 결과를 확인할 수 있도록 원천 문서, 분석 보고서, 선거구별 비교표와 계산 엑셀을 공개한다고 밝혔습니다.
